If not it would be good if it was possible to do so. All buildings could be destroyed or made into new resources. Another way would be that they would remain on the planet so if a new empire takes over they will already have some buildings on the planet. if a different race takes over they could be turned into resources like when a planet is invaded. Humans - abandon a planet when no troops or population are on planet. Fagur - abandon a planet when no hives are or grow on planet. Krong - abandon a planet when all nodes lift off.
