We decided slightly change start values for Mercenaries:
1) One Comcenter module will produce 32 UC per turn (covert operations income)
2) Start credits for mercenary is 55K UC.
3) You have now 2 Comcenters at start, 1 Propulsion module, 1 Defence module
4) Urgent orders now has 4x multipler instead of 6x

Note to cheaters: we will trace all market speculatons, so...
