1. Planet construction: After Planetoid scale structures and NanoMachines: Construct new Planets from Asteroids and Gaz Gigant ~ 20000-50000 pt, depend to object size.
2. Planet-Constructor ship class, for this operation in far system.
3. Add Empire tax rate, Transfer percent of production to money for all planets in empire.
4. Add startup protect for new empires ~300-500 turns, new color on map for young empires
And what about galaxy trade and cooperation?
