I have only one fleet that hasn't been divided. I havn't used/moved it or anything else with it, but it's called Fleet 10. Is that a bug or just something I'm doing wrong?

No, all ok.
All fleets are numbered as following:
1) Each fleet type has unique number for each player.
2) Each time, when new fleet is created, its number (fleetID) is incremented by 1.
3) When 2 fleets join, new one will take the lowest ID from those fleets.

For example, You have fleet 1 from start. Then, You create a colony ship and send it to another planet. This fleet will be fleet 2. Than, You create another colony ship or divide fleet 1. The newly created fleet will take number 3. After You colonize planet using fleet 2, there will be a gap in the numbering - it is ok. We can simply restart numbering for fleets from start inthis case , but there is a "surprise" for player - he can have 10 different fleets and let assume he send fleet 5 to attack Player A and fleet 8 to attack player B. What happen if we rename all those fleets if he lost fleet 3 and 7 ?
Just assume, that "Fleet 1"... "Fleet N" is the name for the fleet, like in real army - each plane has it unique number and no one take attention if there are gaps in the numbering.

P.S. Of course, we are trying to reuse nubres if it is possible - for example, if You have fleets 1, 3 and 10 and join fleets 3 and 10 (or fleet 10 will be destroyed in the battle), next fleet will be 4 and so on.
