It seems to have been a problem for a while, about buildings such as biospheres and space bases, of how exactly to display them in build list.
I always accidentaly click the wrong ones, and build one and then another, and it is lost. So, maybe a better way would be to upgrade if you already have an existing building.
By this, I mean if I have space base (costs 5000 to build) and then build a star fortress (costs 10000), then the build cost of the existing building will be subtracted from the new cost, in this case upgrading will only cost 5000.
This makes it more useful to build the weaker buildings early on, as they are not lost when upgrading.
Also, I think Star fortress and battle stations should be MUCH more expencive, and more powerful. They should also have very high maintenance, and be an ultimate defence, only built at best planets, but too expencive to build everywhere.
This will mean that space base is always useful, even late game for defending less important planets, and battle stations are more for average important planets, and star fortress are for the most important planets.
Stellar converter is also a main defence, only for most important planets.
Ground defences should be more cheaper, and for all planets. These are standard defences.
So, something like:

Marrine Barracks|60|1
Armor Barracks|150|1
Fighter Garrison|150|1
Defense Network|1000|2
Ground Batteries|1000|2
Stellar Converter|10000|2
Missile Base|2500|2
Space Base|5000|10

Star Fortress|25000|50
Star fortress should be able to beat about 2 of the new cost titans I said about, alone. But is expencive and hard to maintain. 50 maintenance is a large part of best planets production, so should only be used in most best planets.
Battle startion alone may not stand up to a new value titan, but with other defences will.
Space base is about as poweful as 2 new value battle ships.
While expencive, the ability to upgrade buildings will make it more possible to upgrade.

| Its quite difficult to add extra logic to building subsystem. But you should know that if you have a better building on your planet and accidentally placed a lower one in your queue then you will loose only one turn, because it will be ignored, so only better buildings will be constructed if placed in queue.
The other case, when you place in right order all version of the buildings, is a normal way to be A player should know what he is doing (And this is exactly the same way as it was in MOO2)

| This is about balance. We have changed a lot of stats for ships. Our tests showed that a titan cannot hold against a star fortress, but have good chances against planetary defences.
