When I send my anzicks to assimilate an enemy planet the sarcs that are in the hord become part of a new horde. But I can't send any ansicks to assimilate without having sarcs. So now I have a bunch of useless ansicks unless that particular planet is attacked.

Kill them or replace your central hive and grow some sarcs.

You can mutate your anisaks into sarcs. Go to horde screed select a horde and select mutate order.
