The Intelligence research field increases the chances of success of intelligence and sabotage missions. Are any such missions available to humans?

No humnas do not have direct such missions. They mostly use this research field for counterintelligense agains Mercenary sabotage missions.

I've MANY things in the queue, and they're not moving onto the 'construction' phase. I have a LOT of resources. I DO have like 6 orbital bases on the Build in Progress. Does that have anything to do with this? Is this a bug?

The common situation queue not executing is that you don't have necessary components for top order. Only resources are not enougth.

For example if you have ordered troops training and you do not have population or if all bases on that planet a full the queue will stop as it cannot perform the tasc - no recruted or no more training room on planet.

Another example is when you have ordered a colonization ship. If you have not enough population on planet it will wait until population will grow.

It depends on race and empire strength. One thing I can tell you you need realy big forces. Just make a planet surveilance, send 1 fighter in Guardians system and you'll see what forces you need.

In a battle report, does the "Damage" row, and the numbers after it signify the strength of the opposing force?

The space tech research field seems to increase the damage done by the human units. Does it also increase hitpoints?

Yes, it increase hit points and also space ship's speed, except colonizator ship and possibly sattelites.

It menas how muach damage they did to your units. By that you may estimate the strength of enemy's units.
