chain-up the following operations:
jump fleet out of system (1turn), accelerated jump to next to a system (1 turn), jump/do a mission into the system (1 turn)
to this:
do a mission in that system (3 turn) with more energy and random unit loss.
its already works with scan mission, I suggest it would be usefull for relocating M-nodes,
of course u4 should forbid to collapse star with this kind of in system acceleration (like high probability instant self-destroy)

The guide says that E-storms are supposed to consume U3 units, but I've never seen this happen. Is that just for the attack type of E-storm?

if i read it right then yeah
E-storm is an attack used by U3 to attack merc bases and destroy Cloaking and Propulsion modules
Acceleration isnt really anything to do with e-storm but where it says 'Acceleration (E-storm multipler):' i presume this is used so that you can make the e-storm attack alot more powerful
