I think I've already addressed this issue, but I'm not positive, so I'm posting this.
I think that the accuracy of the planetary survey/scanning should increase with the amount of resources being used, and that the amount of resources that have to be used for a certain accuracy should decrease the bigger the empire BEING scanned is.
