I think that the planetary cap should vary from race to race, instead of being the equal for all races. I've played all the races, so that's why I'm giving my opinion:
Human - They take 72 turns (in general, without science or production facilities, etc) to build one colonization ship. Because they colonize so slowly, I think that they should be given the largest planet cap (40-50)
Krong - Since they have no conquering option, I guess there can be no limit. However, they do have a cap, after which they can only colonize if 95% (?) of their planets' surface is built up. I suggest that this cap be the smallest of the three, because they can colonize so quickly (20-30). *They require 7 turns max to morph their units, and then "x" number of turns to have them colonize a planet. This can be done much faster if they move a 100 Y-units to new location, etc, etc.*
Fagur - They have the ability to colonize the most easily, but I think that their colonization cap should be the mid (30-40). I feel that they should be the mid because their max creatures depends on the number of hives they have, and it would be horrible if they can't assimilate, etc. However, they have the easiest ability of assimilation, so I think that their colonization should be less than the Humans.

In first part of the game things are quite close as you described them, but in the middle of the game and at the end things are totaly diferent. All caps values were taken by try and error. For example a good Human player can take easely Fagur's planets. Krong's could have the strongest planetary defenses, but it's not happaning usualy - and that is because they need other CM & CF too. Beside that we have Mercs that are hadake for everyone
