I suggest to move these buttons in a top of the form and to place them to the right of the planet's name, or around.
Because, if build queue is very big then these buttons will hide in invisible bottom screen area, you must scroll down to find them.
Also placing these buttons near planet name caption is more logical reason.

Yes, in some cases its not really visible. Some redesing will be done for colony screen in short time.
