I have noticed that I can not join virgo. 
The rules say that experienced players can not play in this galaxy, but all others (except TG) are closed!
Is this why I can't enter or is it full? (says it can't find suitable place for my empire)

I think its just cannot find a suitable place, as Virgo galaxy is somehow small now and mostly all planets are occupied. Try the Mercs they dont need any planets.
