I have a population of exactly 6.0 M people, but only 5 specialists. Shouldnt I have 6? Is it only increased if you have more than 6 million, instead of exactly 6 million?

Is it exactly 6 million or are you rounding up?
I have 7.3 and 7 specialists.

Yeah, it was exactly 6.0 population, I also had this again (7.0 million) and it worked fine then, I had 7 specialists...so it just seemed to be with the 6 it didnt work...

I think it is because of rounding. You probably had 5 999 999 population and it showed 6M but specialists in this case should be 5. If you notice this again let me know, I'll try to emulate it.
