I am not exactly sure of how the bug works, but it has something to do with building biospheres in the wrong order from how they are meant to be built.

If you build Small > Medium > Large > Planetary then all seems fine. But if you do a different order, then it causes you to have more population than you should.

I have 23 population on my home, and I think the max for this planet with biospheres should be 21. And I built in a different order.

Anyway, I have started building them on a planet in reverse order. So Planetary > Large > Medium > small. I think this will give me a huge population if I am right...

Anyway, if this is the case then maybe other buildings that are meand to replace the previous will be effected, like space bases etc.

BTW my home planet is P22207-5

And my test planet is P23093-2

Anyway, their is a bug here, but not sure exactly what it is yet

Anyway, yeah. Building in reverse order does cause the problem. I have 24 on my test planet now, and still have small to go. My guess is that will take it to 26...

This is a plagic planet, where my home is Terrestrial. And the plagic has more population!

The small etc get deleted from the build list if you build a later one, but before you do build it, you can put all the others into queue. The same problem would exist if you put them in queue in correct order, then changed queue order...

Anyway, I havent tested it. But I guess all buildings like this that replace earlier versions are effected.

Ok, I will try it when I can

I am testing on the planet at P22536-2

The queue is quite full, but when it gets to biospheres I will see.

EDIT: Also P22324-6, should be quicker than the other...

Yeah, it seems ok now. Although you can still build a planetary biosphere without needing the others first. Is this meant to happen, or are you meant to build one before you can build the other?

You can build whatever you have researched. No need to build lower versions.
