when i chose to join alliance 'a' but later changed myu mind before the request for 'a' was obsolete it doesnt allow me to join alliance 'b' it just comes up with the pending screen

I think that the pending screen should show instead of the join alliance screen if you have an alliance request pending.

It's not a bug, but more an incovinience. But you have a point on that. We've noted your suggestion.
