If I try to send a colony ship there I am told that it is already occupird. Also, I have assigned my populations amoung the tasks available. I have planets rich in crystals but I never produce any. lastly how or when do I get out of the testing grounds? Because of this your planet is considered occupied. You can dissmiss your troops and convert them back to population. You ahve no cristals because they all are converted into energy.
