Is it possible to price ground buildings by planet size? A large planet has more space, and more population, so the buildings must be bigger, and so cost more.
Also, this stops small planets being such a disadvantage, and makes all size planets useful. Also, for terraforming the same works.
Orbital buildings are not effected by size, so they should not be cheaper.
So, to do this divide all current prices by 5, and use this as base cost, then when building, multiply by planet size.
Maintenance could also be based on size, separate from High/Low Gravity penalty on buildings.

Ok, and with the colony limits, it becomes more important, else players will avoid small planets like the plague.
With my sugestion for 'population limit', this makes an extra level of strategy. Small planets have advantages, and good ones.
Maybe though, to stop it being too much an advantage, only Farming, production and science buildings should be cheaper, these have population as workers, so lower population = less space inside.
After that, seems about balanced
Also, unrelated, but should space port be an orbital building?

BTW Is it possible to have a version of DQ:H on the old address (dqh.tqteam.com)? As a sort of v0.8.0 alpha? For testing all the new functions and seeing how they work?
I think you said before it wasnt possible to have different values and things in 2 separate galaxys, but maybe this could solve that.
