Hi,
Recently in Pleids, a human conquered a planet of mine (I am Fagur) at 5:5:14 galaxy time. On 5:6:5, I scanned the planet to see 250+ bases already built on it.
My understanding is that it should take at least 48 turns to build the necessary production complexes and then another single turn to build the bases in order to achieve the quickest building time correct? If so, then this was impossible according to the time right?

It's not bug, planetary scan shows buildings under construction. It also shows growing organs.
