The orbital base list should show all planets and the current orbital base status for each (None, Ordered, Building in progress, Activated, etc.). This would make it a lot easier to manage them. If you have 50 planets and forgot to put orbital bases on one of them, all you can do is search planet by planet for the one that doesn't have one. It's especially annoying if there are some still in the queue.
I think making that adjustment to the orbital base list screen would make playing a human empire more enjoyable by simplifying an unnecessarily tedious part of empire management.

for now untill this adjustment may be made why dont you just put an orbital base in the queue everytime you get a planet and until you can afford to make them set the prioty as 'stop'

I do that, but I forget every once in a while. I ended up loading the orbital base screen in one window and the planet screen in another window then lining them up and finding the ones that are missing. It's the best solution I could find, but it's still more hassle than it should be.

While you're at it, you could make it highlight the current system when you enter the orbital base screen from system screen.
