What exactly does this do? Is it just another defence building, or something else? Beacause I think I remember something about it being used as a space cannon...
Anyway, before I build them on all planets I just wanted to know.

It was planed as planetary cannon that fires first when a fleet is attacking. It is good against big ships. So it will try to fire at biggest ships first then at smaller ones, but with less precision. The exact damage I'll estimate after you build your fleets. I would like to see those numbers first
Anyway a stellar converter should inflict a lot of damage. About 1 titan in 1-2 battle rounds.
In DQ:H battles will last much longer than in DQ:E. You'll be able to bring reinforcements into during it.

That sounds great, I am building some of them 
As for numbers, I dont have ships yet...getting their. Have several alpha gaea that will build them, and I will research for ships now.
