I think that for services, it would be better to have more automated control over your empire, rather than just an unlimited queue etc. These services seem more something you would expect, and are less an advantage to 'paying players' and more a disadvantage to 'non paying players'.

I belive that the future of gaming is going to be much more about player controled AI, rather than focusing on total player control. A few games already have systems that are somewhere towards this goal, and for online, persistant games such as DQ:H, it would be REALLY useful.

Anyway, as real AI is kind of hard still, it could be done by automating certain tasks, and using templates for designs. Here is a quite simple system for controling planets production and assignments.

Colony Template:

Players can create 'templates' for colonies, and then apply these to any planet they own.

A template would allow you to set a build queue, in the order you wish things to build, and then apply this template to any planet.

Also, specialist assignment could be managed more automaticaly.

For food:

None (no farmers on planet).
Self Sufficient (just enough farmers to cover planets food consumption).
Supply Empire (If other planets require food, and transports are availiable, planet will produce extra food to cover them).
Max (All specialists assigned as farmers).
Percent (Set % of population to work as farmers).

After the farmers have been set, next apply spare specialists to production:

None (no workers on planet).
Production Quota (Enough specialists to produce a set number of production (if possible, else all specialists).
Hurry Buildings (Assign max specialists to production, but only if building at top of queue). All ordered buildings also moved to top of queue.
Hurry Ships (Assign max specialists to production, but only if ship at top of queue). All ordered ships also moved to top of queue.
Hurry Projects (Assign max specialists to production, but only if item in queue).
Max (All specialists assigned as workers).
Percent (Set % of population to work as workers).

After workers have been set, next apply spare specialists to science, but only if item in science queue:

None (No scientists)
Science Quota ((Enough specialists to produce a set number of science points (if possible, else all specialists).
Max (All specialists assigned as scientists)
Percent (Set % of population as scientists)

After this all remaining spare specialists will be set to unassigned.

But each colony has an option to set unassigned workers to a set task (farming, production, science, none))

As an example, I could build a production colony, with all non maintenace farming buildings, all production buildings, and biospheres. Then set it to produce enough food for itself, and then all extra effort into production.

It could go MUCH further than this, as it is quite a simple system, but should be enough I think...

Of course, this would be a service, and 'unlimited colony queue' could be made availiable to all or something.

Also, players could place additional items in queue, and these will still build, but it save having to repeat the same thing over and over on many planets.

All above are good ideas, thanks. We will return to them when other features with higher priority will be implemented and critical bugs fixed.
