Awhile ago I had changed the assignments for my population so that every 1 of my planets was set 100% on Mine Complex. On the next turn I looked at my resource production and it didn't look like it had changed at all. I was still making food and getting research even though both of them were set to 0%.
I would have said something sooner, but I forgot until just now.
