It seems that one symbole pushes the other away from the star, think because they are trying to be in the same place, maybe position fleets of different relations at different places around the star? Like own top, ally bottom, neutral right and enemy left?

It shows it as designed. You'll have other icons on empty corners. (like jump gate for example)
